By Council Member Rick Halton, with regards to Fernando Cabrera,

WHEREAS, New York City has approxamitely 1,800 schools,

WHEREAS, New York City public schools educate approximately 1.1 million children every year,

WHEREAS, eight percent of public high school children report attempting suicide,

WHEREAS, that percentage doubles if the student reports being bullied, with eighteen percent experiencing bullying,

WHEREAS, twenty-seven percent of public high school adolescents report feeling sad or hopeless,

WHEREAS, adolescents exposes to family trauma are two times as likely to attempt suicide,

WHEREAS, eighteen percent of youth aged two to eighteen in New York State experience two or more family traumas,

WHEREAS, nearly forty percent of youth needing mental health care in the United States won't receive it,

RESOLVED, that the Council of the City of New York calls on the Department of Education to have a full-time mental health counselor on staff at every elementary, middle, and secondary school.
